It includes steps for meeting NEMA requirements, preparing EIA reports, and conducting public participation. Why This Matters: Environmental approvals are mandatory for certain developments in Kenya. Who Should Use This Service: Developers undertaking projects that require NEMA approval—typically large-scale developments or those likely to have significant environmental impacts. Client Requirements Submit the following documents via LSS’s secure upload portal: -Ownership documents (title deed or lease certificate, per Land Registration Act, 2012, Section 25) -Recent land search (conducted within the last 3 months, per Land Registration Act, 2012, Section 34) -Survey plan or site location plan (per PLUPA Section 57(1)) -Draft project proposal or development plan (per EMCA Section 58(2)) -Any prior environmental reports or NEMA correspondence (if applicable) -Proof of land rent payment or clearance certificate (recommended but not mandatory, for leasehold properties, per Land Act, 2012, Section 32) LSS Will: -Prepare a draft EIA project report outline in compliance with EMCA Section 58 and NEMA guidelines -Draft public notification notice for publication in two daily newspapers (mandatory for EIAs, per EMCA Section 58(3)) -Draft on-ground public notification notice for posting at the site (mandatory for EIAs, per EMCA Section 58(3)) -Develop a standardized planning brief summarizing environmental impacts and mitigation measures (per EMCA Section 58(2)) -Advise on public participation forums and the NEMA submission process (per EMCA Section 58(4))

Lybrae Spatial Solutions (LSS) Booking Policy Overview Lybrae Spatial Solutions (LSS) offers free consultations to guide developers and property owners in Kenya through urban planning and land development processes, including Land Administration, Development Approval, and Environmental Compliance services. Consultations are compliant with the Physical and Land Use Planning Act (PLUPA), No. 13 of 2019, the Land Act, No. 6 of 2012, the Land Registration Act, No. 3 of 2012, the Environmental Management and Coordination Act (EMCA), No. 8 of 1999 (amended 2015), the Urban Areas and Cities Act, No. 13 of 2011 (amended 2019), and the Sectional Properties Act, No. 21 of 2020. This policy ensures a seamless, client-focused experience while maintaining operational efficiency. Booking Process Free Booking and Consultation: There is no fee to book or attend a consultation with LSS. Clients can schedule a session via our online scheduling tool (e.g., Calendly) on the Lybrae Spatial Solutions website or contact us to arrange an in-person consultation at our physical offices. Service Selection: Choose from one of seven services under three categories: Land Administration Services: Change of Land Use, Land Subdivision, Land Amalgamation, Extension of Lease. Development Approval Services: Development Application, Sectional Properties. Environmental Compliance Services: Environmental Assessment. Pre-Consultation Requirements: Clients must: Complete the pre-consultation questionnaire at the time of booking, specifying project details (e.g., county, land reference number, project type). Submit required documents (e.g., title deed, survey plan, sectional plan) either 48 hours prior to the consultation (preferred) or after the session via LSS’s secure upload portal. LSS guarantees delivery of tailored advice (e.g., draft forms like PLUPA/DC/2, planning briefs) once documents are received. Delivery: Consultations are conducted via secure video conferencing (e.g., Zoom, Microsoft Teams) or in-person at LSS’s physical offices, with flexible duration to accommodate client needs. Optional recordings are available for virtual sessions (subject to client consent). A post-meeting summary email with action items, checklists, or draft forms will be provided.
