National Physical & Land Use Development Plans

Spatial planning research and technical support for national land use frameworks.

01 · What this plan helps resolve

National planning connects the distribution of settlements, infrastructure, economic activity and natural resources with a country's long-term development choices. A useful commission brings those relationships into a clear spatial evidence base and records the trade-offs behind proposed directions.

Lybrae can contribute defined research, GIS analysis, sector integration and planning documentation to a commissioned national planning team. We agree the responsible authority, statutory instrument, specialist roles and exact technical outputs at inception. The scope may be a particular workstream rather than responsibility for the entire national plan.

02 · When to commission this service

  • A public authority or appointed team needs a defined national spatial planning workstream.
  • Sector priorities need to be examined together against settlement, environmental and infrastructure patterns.
  • Existing national evidence needs to be organised into maps, scenarios and documented planning inputs.

03 · Outputs for your commissioning team

  • Spatial baseline and thematic maps, with source dates, coverage, assumptions and evidence gaps recorded.
  • Development framework or scenario inputs that explain spatial choices and their implications for sectors and places.
  • Consultation, implementation or monitoring documentation for the workstreams expressly commissioned.

04 · From brief to planning package

  • Confirm the authority, commission and statutory output
  • Assemble and analyse national spatial evidence
  • Develop and review proposals with the commissioning team

05 · Starting information

  • Terms of reference
  • Available sector plans and datasets
  • Commissioning authority and study boundary

06 · Scope and responsibilities

The proposal defines the commissioned outputs, professional roles, data needs and review process. Technical, statutory and partner responsibilities are agreed before work starts.

For technical teams

Physical and Land Use Planning Act, 2019; Ministry of Lands Physical and Land Use Planning Handbook, December 2025.

Points to agree in the technical brief

  • Confirm the commissioning mandate, intended planning instrument and place of our technical work in the wider preparation or review programme.
  • Agree geographic coverage, baseline dates, mapping scales and sector datasets for comparing spatial options.
  • Identify the institutions responsible for consultation, policy decisions, statutory review and implementation monitoring.

07 · Common questions

Is this the same as a regional strategy?

The geographic scale and legal instrument must be specified. A national statutory planning commission and a regional or inter-county strategy can have different mandates and outputs.

Can you undertake a defined part of a larger commission?

Yes. The proposal identifies the particular research, mapping or planning contribution, its interfaces with other teams and the review arrangements.

What should a commissioning team provide?

Start with the terms of reference, responsible authority, existing framework, available datasets and intended decisions. We then define evidence gaps and deliverables.
